David Harper was a judge of the Supreme Court of Victoria for 21 years between 1992-2013, including as a permanent member of the Court of Appeal of the Supreme Court between 2009-2013 . He became a Member of the Order of Australia in 2008 “for service to law reform, to the judiciary, and in the area of international humanitarian law, and to the community through support services for the care and resettlement of offenders and their families”. The citation relates to his membership of the Victorian Law Reform Commission for eight years, to his work as a judge and as a member of the Judicial Conference of Australia (for six years, including being its President between 2010-2012), to his 14-year involvement with the Australian Red Cross (Victoria) as Chair of its International Humanitarian Law Committee, and for his 17 years as President of the Victorian Association for the Care and Resettlement of Offenders (“VACRO”).
Since David’s retirement as a judge he has acted as Deputy Chair of the Post Sentence Authority and has been a member of a number of Victorian Government advisory committees, including present membership of three such committees: two examining the Government’s response to the threat of terrorism, and one evaluating proposed reforms to the Sentencing Act (Victoria). He is also currently a member of a committee of retired High Court and Court of Appeal judges (from NSW, Queensland, Victoria and WA) seeking to increase the integrity of Australian parliamentarians and public servants. He was between 2017-2020 Vice-President of the Victorian branch of the Australian Institute of International Affairs.
